The College of the Illuminated Mind are the gatekeepers and the arbiters of Psionics. They have towers in each capital.
As the colonists from the old world came to Elwindil, the psionics found that the inhabitants in the new world were one mind with them in the thought that psionic powers are superior to all other powers.
